The wheels are castor wheels which are free to rotate about the virtical axis. These wheels will help support the buggy. They are assembled as shown below.
All designs will incorporate these components.

As you found out later, while it had been a good and green idea in theory to reuse old castors in practice the were too heavy. These castors are designed for relatively heavy objects (tables ?) moving translationally and rotationally relatively slowly - so struggled when used in the light and supposedly responsive buggy.
